is this water based or silicone based?

Where are the neutral and/or cool shades?! There is literally no cool shade between 2C and 10C. I have a neutral undertone and am light (not extremely fair). 2.5N is too warm, so i decided to try 2C but it is too light; figured a 3C shade would be perfect (possibly a 3N)… come to find out neither of those shades exist. Neither does any neutral shade exist until you get to the "medium" shade ranges, or in the case of the cool shades, the "dark" shade ranges. Why is this?!

I was scrolling down tik tok to find the best "Skin tint", I was rapidly influenced by the Kylie cosmetics and so i took a drive to Ulta the next day. Once there, I was unsure since it seem a little too runny for my taste. But still end up purchasing it. When i tell I underestimated this product… I UNDERESTIMATED! As soon as I smacked it to my face, I was in awwww,,, shook and disbelief. It's literally perfect. I used to use the Kosas skin tint, but Kylie changed rhat up for me. Its a 10/10, you wont regret, it truly blurs!
Bought this for my teen with cystic acne.
This is one of the few brands that offers non comedogenic on its label. beware non acnegenic is not the same thing. My teens dermatologist specifically told us to look for the key word noncomedogenic on the label. So far so good.

Im mot a Kardashian/Jenner lover, so I typically dont buy their products. I dont know why I was so tempted by this product.. I ordered it immediately. This is HANDS DOWN the best "skin tint" that ive tried. I have semi oily skin, and some hyper pigmentation that I need to cover. This is super light weight but is literally magic. It covers everything beautifully. My skin looks so amazing and it doesnt break down throughout the day. I can't recommend this skin tint enough.
